The Whore and Sailor is a boutique located in the Clinic Area. However, the only piece of clothing that can actually be bought is a Kevlar Vest. There is a trailer box in the back of The Whore and Sailor, containing weapons and ammo. To advertise The Whore and Sailor, there are several posters depicting normal citizens wearing normal clothes that say "Uninhibited Fashion" or "The Future of Fashion". These same posters are used to advertise the Pornstrom boutique from Paradise Mall.

- The name of the store is based on a Liverpool folk song "Maggie Mae" (also known as Maggie May), in which a prostitute named Maggie Mae tricks a sailor and robs his house.
- Some of the posters show NPC models that do not appear in the game.
